JOB DESCRIPTION--Energy Sector Specialist

OVERVIEW: The HCWDB Energy Sector Specialist is an operations and public relations professional who builds effective connections between private businesses and the workforce development system across a seven-county region.

This position is a time limited position and extends through the completion of grant activities in January of 2012. The Energy Sector Specialist position will be staffed on a full time basis in order to achieve the desired outcomes.

The broad intent of this position is two-fold: (1) management of the Board's green energy job training initiative; and (2). to enhance working relationships between the Board and area businesses, economic developers, and JobLink Career Centers, including provision of accurate and complete information regarding availability of and eligibility for workforce development business services. To accomplish these goals, the Energy Sector Business Services Specialist will help businesses identify growth sectors and identify career opportunities in those sectors, identify workforce needs within various green industries, provide assistance in accessing services, , provide technical assistance to JobLink Center-based Business Services Representatives, increase internal and external awareness of green energy career opportunities; and promote a culture of continuous improvement and customer service.

Areas included in the Energy Sector Specialist are energy efficient construction and retrofit, renewable energy, bio-fuels, sustainable manufacturing, green building, and sustainable agriculture.

EDUCATION AND EXPERIENCE: Baccalaureate degree with concentration in communication, business, human resources, or comparable field; significant experience in private sector management or leadership positions which demonstrate expertise in public relations; knowledge of green building techniques and other green technologies is required; familiarity and experience working in the construction industry is preferred; experience working within confines of government regulations strongly desired.

SPECIFIC SKILL REQUIREMENTS/QUALIFICATIONS: Excellent command of English language as demonstrated by both oral and written communications; extensive knowledge of business workforce needs; ability to adapt to a fast pace and to an ever-changing work environments; computer proficiency including word processing, internet usage, familiarity with database software; working knowledge of labor market information and general business concepts. This position requires an individual with strong extrovert qualities exhibited in a consistent, highly professional manner; it requires tact, adaptability, ability to learn new concepts quickly, ability to work at a fast pace and manage tight schedules with inflexible deadlines; it requires the ability to learn and apply federal rules and regulations. Working knowledge of federal programs, regulations, and rules a plus.

EXAMPLES OF ESSENTIAL JOB DUTIES:
Perform the following duties under the guidance of the HCWDB Director:

General
1. Identify and implement applicable elements of Board's energy grant.

Green Job Training
1. Coordinate USDOL SESP energy grant implementation with counterparts from participating Boards; jointly organize, facilitate, report, and follow up on activities and events to include regional business advisory consortium.
2. Analyze opportunities for business growth and career opportunities in the green technology/energy-efficiency fields.
3. Participate in various meetings and events on behalf of the High Country Workforce Development Board, as directed by supervisor.
4. Provide education to businesses, Board, staff, JobLink partners, and the public on green technology/energy-efficiency business and career opportunities.
5. Market Green incumbent worker grant opportunities; assist businesses in the development of grant applications; review applications, award grants, conduct monitoring reviews; and prepare reports.
6. Enroll participants in incumbent worker grant activities; enter participant data into electronic records system accurately and timely; maintain and submit reports as requested.
