Living Income Standard developed by the NC Justice and Community Development Center www.ncjustice.org :
Housing costs based on HUD Fair Market Values for renting in county and include utilities
Food costs use USDA Low Cost Plan for meals prepared at home based on nutritionally sound diet adjusted for age and gender
Miscellaneous costs include clothing, personal care items, telephone, household supplies, and other incidentals
Child Care is based on the 2001 NC Childcare Market Rate Survey for licensed facilities
Transportation is based on ownership and operating costs of a car: gas, insurance, fees, maintenance. The formula used considers only non-social trips for the first adult in the family and only employment-related trips for a second.
Health Care allows for costs involved in purchasing both personal and dependent insurance and out-of-pocket expenses
Taxes are based on family composition and income and include federal and state income taxes, Social Security, and Medicaid as well as any Earned Income or Childcare Credit that may be appropriate

Assumes no periodic debt or savings program
