Elder Abuse, Neglect, and Exploitation Manual:
A Guide to Awareness and Prevention?
DEFINITIONS AND TYPES OF ABUSE

Abuse
The infliction of injury, unreasonable confinement, intimidation or cruel punishment with resulting physical harm or pain or mental anguish, sexual abuse or exploitation or the willful deprivation of essential needs.

Abuse in a Long-term Care Facility
Any intentional or grossly negligent act or series of acts or intentional or grossly negligent omission to act which causes injury to a resident, including, but not limited to assault or battery, failure to provide treatment or care, or sexual harassment of the resident.

Physical Abuse
Use of physical force that may result in bodily injury, physical pain, or impairment, except where the conduct is part of the treatment plan, or furthers the health and safety of the resident. Examples include striking, pinching, force feeding, incorrect positioning and corporal punishment.

Sexual Abuse
Non-consensual sexual contact of any kind. Sexual abuse and exploitation can occur in any setting.

Emotional Abuse
Infliction of anguish, pains, or distress through verbal or nonverbal acts. Examples include verbally berating, cursing or teasing, derogatory gestures, written disparaging remarks, sexual harassment, and threats of punishment, deprivation or inappropriate involuntary seclusion.

Financial and Material Exploitation
Illegal or improper use of funds, property, or assets.

Neglect
The refusal or failure to fulfill any part of a person’s obligations or duties to an older/disabled adult. Examples include failure to hydrate, failure to provide hygiene or failure to provide assistance with eating, drinking, or toileting.

Self-Neglect
Behaviors that threaten an individual’s personal safety and well being.

Abandonment
The desertion of an older/disabled adult by an individual who has physical custody of the elder or by a person who has assumed responsibility for providing care to the individual.

Abuse and Neglect Characteristics
Types and Characteristics of Abuse and Neglect. Adult abuse, neglect, or exploitation refers to any of the several forms of mistreatment or an older person. This chart summarizes these forms of mistreatment.
TYPES CHARACTERISTICS
Physical Acts resulting in bodily harm and injury, use of physical restraints, sexual assault
Substance Misuse of drugs, over medication, narcotics abuse, excessive use of alcohol
Emotional Verbal assault, threats, intimidation, name calling, isolation from others
Financial/Material Theft or misuse of money or property
Violation of
Rights
Forced removal from own home, inappropriate placement in nursing home or other facility
Neglect Failure to provide adequate food, shelter, clothing, needed personal care, medical care and appropriate supervision
Sexual Forced or coerced sexual activity without consent
