High Country Council of Governments is the multi-county planning and development agency for the seven northwestern North Carolina counties of Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey. The Council of Governments, which is a cooperative extension of local governments, is one of 17 multi-county planning organizations in the State and operates in accordance with the North Carolina General Statutes.
The Council was designated by the NC Dept. of Administration in 1974 to be the Lead Regional Organization for the area. It was designated as a Local Development District by the Appalachian Regional Commission in July of 1974. The US Dept. of Commerce Economic Development Administration designated the Council as an Economic Development District in March of 1976. The Council is a designated Area Agency on Aging, the designated agency for Rural Transportation Planning (RPO), and also acts as a Local Area under the Workforce Investment Act.
